Legal framework to professionalise the sector

The Government is preparing a new legal framework for condominium management, currently under legislative review, with the aim of regulating and professionalising the sector. The measure seeks to strengthen transparency, accountability and the qualification of condominium management companies.
According to the Secretary of State for Housing, the focus is on ensuring clearer rules and greater training for professionals working in condominium management, valuing training and service quality. The goal is to raise the standard of condominium management and ensure better practices in building administration.

More qualified and transparent condominium management

The upcoming condominium legislation aims to turn condominium management into a more technical and advisory role, capable of supporting residents in decision-making and building maintenance.
Condominium administration is expected to play a more active role in building rehabilitation and preservation, contributing to property value and residents’ quality of life. Training will be a central pillar of this new approach to condominium management, preparing professionals for the increasing complexity of buildings.
The Government also highlights that the new framework for condominium management should follow the evolution of cities, families and housing needs, reinforcing the importance of more efficient and qualified administration.

Digital Building Record under development

In parallel, the Digital Building Record is being developed as a tool designed to gather all relevant information about each property in a single digital registry. This system will include data such as licences, maintenance, regulations, accessibility and structural characteristics of buildings.
The aim is to ensure greater transparency and facilitate access to information for those buying or renting a home, allowing them to better understand the condition and maintenance history of buildings. The Digital Building Record will also be an important tool for the safety and value of real estate assets.
The project is still at an early stage and will be implemented gradually, with no defined date for its entry into force. Both the new condominium legal framework and the Digital Building Record represent significant structural changes for the housing sector in Portugal.
