Joint proposals for a balanced housing market

Five real estate associations joined forces to address the housing crisis in Portugal. AICCOPN, ALP, APEMIP, APPII and APFIPP presented to the Ministry of Infrastructure and Housing a set of measures aimed at strengthening the rental market and promoting affordable rents.

The goal is to create a fairer, more transparent and sustainable housing system, capable of offering real alternatives to families and increasing investor confidence.

Legal certainty and contractual freedom in rentals

The associations propose the establishment of a legal framework for stable rental agreements, ensuring predictability and legal security for landlords and tenants. They also intend to create a Rental Market Monitoring Commission to assess housing policies in Portugal.

Another key point is the reinforcement of contractual freedom: landlords and tenants should be able to define lease terms, deposits and rent values with greater flexibility. The creation of a short-term rental regime, lasting between three and eleven months, is also planned, adapted to new ways of living such as co-living.

End of frozen rents and incentives for construction

One of the most emblematic measures is the definitive end of frozen rents, replacing the social role of landlords with that of the State, through subsidies for tenants in economic vulnerability.

In addition, the associations advocate for a public construction programme in partnership with the private sector and the application of reduced IRS and IRC tax rates to rental income. These actions aim to boost the supply of housing in Portugal, both in the affordable market and the middle class, while also stimulating the renovation of vacant properties.

Rent insurance and public rental guarantees

To strengthen confidence in the market, the creation of rent insurance with tax benefits is proposed, as well as a public rental guarantee inspired by European models. This measure would help young people and low-income families gain access to stable and secure housing in Portugal.

Together, these measures aim to create a modern, predictable and competitive rental market, promoting social cohesion and balanced growth in the national real estate sector.
